Oh come off it. See if this sounds silly to you: If you put the work in to buy something only to see the price reduced (later) by 60-70%, then why'd you buy it? That should sound pretty silly to you.
Worse, you should have known the price would be reduced, so what are you complaining about? You got your Benz first. And you're ahead of the curve. That should be enough to satisfy you. If it isn't, you're not a "trailblazer". You're an elitist who thinks nobody else should have the same Benz you do unless they pay as much for it as you paid to have one of the first ones. Frankly, that's nuts. Welcome to the real world.
There have been several content updates over the period in question. It's not uncommon for XP and/or loot boost right after a content update. I wouldn't read too much into this.
Tomes of learning are a different beast. There have been many complaints about the TR grind and the repetition required for 3rd life and beyond. As a store item, the tomes let those people put their money where their mouth is. Since a lot of the trailblazers are in the group complaining about the brutal TR grind, I don't think the tomes will bother them.
Should they take as long as they do? I watched a friend spend the better part of a year getting completionist, and this was while she was unemployed and played 12 hours a day. It's not something I think most players even consider. And remember, not everyone will have gotten the really shiny expansion option. I went for the 30 dollar one, so 14 of my toons per server won't be getting those tome bonuses.
And if 20-25 is supposed to take as long as 1-20, then I think we're looking at the new endgame- one that might be much harder on single-life toons. If that's the case, then making TR toons easier seems like a good idea.
XP to 20 is pathetically low as is. Current system ensures the worst players can easily cap. I hope XP to 25 is brutal, but Turb won't do that. It'll be all candy canes and half elves holding hands at 25 within a few months of launch. There is nothing in the "normal" game worth doing.
