When it comes to this, I say it depends.
Someone that zergs leaving mobs gourped up and behind with DA is extremely rude to do so without previous consent or waiting for the rest of the party to come in to zerg with them. I've had times where I go into a quest that has a starting point spawn where a zerger left all the mobs there. Getting hit before loading, no buffs, and a DA? GG.
Now if someone is self-sufficient and starts immediately killing everything on the way... that hurts you and the party in no way whatsoever, is not zerging, and actually helps make it go quicker. If you were actually wanting to go slow, then you should spell it out.
You should NOT have to spell out no-zerg. People in the party should respect that if they go ahead, they have to consider the people behind. You either clear it, or have permission from them that they have it in hand. You DO have to spell out "go slow". If my character can solo the quest, killing everything, why should I have to wait for you unless you ask me too?
