ddo Launcher Error - System.Uri Uri is empty

Hi all, need techincal assistance with DDO.
I downloaded fresh DDO standard with Pando Media Booster.
It was never installed here before, pretty much a clean install.
Tried launching it first time and got this error: During Opening Main Form
