IIRC it was because when Epics first came out you only got epic tokens from completions and you needed 20 epic tokens to True Resurrect (came out at the same time I believe). So the timer was to keep people from being able to TR too fast.
Of course, my memory is shoddy and I had no characters anywhere near 20th at that time, so I could be completely off base here.
So the general concensus is that it's there either to increase gear grind or for an old reason no longer relevant. Either way, it seems pointless with ransack on top of it.

Timers in general have been part of many MMO's be it High End dungeons or Raids.
Reasons why Timers exist:
1. Prevent players from getting everything out of a dungeon it has to offer in a really short period of time
2. Adds an excitement of being off timer and able to run said quest or raid again
3. Evens out (not completely) the playing field between 20 hour a day players and 2 hour a day players as far as achievements on said quest or raids
We are actually lucky as far as the timers go as Raids are not 3 day timers, they are 2 days 18 hours and Epic Quests are not 1 day but 16 hours.
Anyone in dire need of tokens can run challenges and get 10 times the number of tokens you could get from spamming even the shortest of epics.
The other arguments do make some sense, tho the fact people have been running some epics/raids for YEARS without getting the things they need may kill the "excitement of being off timer".

Timers like these and their rare chances of rewards that feel great exist to addict people better and keep them paying/playing. Psychology plays a big part in the design of MMOs, and they're a business that wants to keep subscriber fees coming month after month.
