Is the armor from harbinger of madness a good choice for an evasion tank using a shield? Effective 13 AC, decent ac from dex and the option to put +10 reflex on it seem to make it a good budget light armor until cove comes again.

My lvl 15 evasion utility/tank uses one, seems pretty good.
<------Pay no attention to the join date, played pre-launch in EU & moved to U.S. servers.
