Question about "Parrying" effect

If I have this on a a crafted shield.. do I get the +1 insight AC automatically, or do I need to be shield blocking, or bashing? I am hoping it adds to my AC while still swinging my sword.

The same goes with Incite +20% (if thats on a shield) do I need to bash to get the extra hate?

For parrying and incite, the item only needs to be equipped.
