Epic Scrolls after Update

I did 2 E-Chrono, 1 Tide Turn, many carnival epics, almost 10 different runs in various Red Fens.
No scrolls at all, not only for me, but none in my groups has pulled one.
I was told they are bugged and they are only dropping in new chain.
Is it true?

We've identified this as an issue introduced in U13: Epic scrolls are currently not dropping from monsters in quests besides the U13 Web of Chaos adventure pack. We're currently investigating a fix for it, thanks to everyone for your feedback.
