Spell Pen Feat / Enhancement question

Am new to casters and was wondering if the spell pen feat stacks with spell feat enhancements you get for your AP's as well as with spell pen enhancements on lets say scepters. Can anyone help me out on this?

I currently have the Spell Pen Feat, spent AP's on Spell Pen enhancements and I do carry a spell pen scepter.
