They drop from rare encounters in the manufactory and I think from the flagging quests too. I have a spare one, send me a tell in game (ytteri) or post the name of the char you want me to mail it to and just mail back whatever you think is fair, I don't really care how much.

If Ytteri sends that through I'll be at 1/4 to upgrade fabricator set for my paladin and the magewright set for my sorcerer.
Anyone else have a spare 1 or 2?
