Fix Chain Lightning

I love the spell. But I hate it when it doesn't arc to the next enemy 2 feet over, but does arc to the one 15 feet over. :/ It's great when it works as intended, but too often it doesn't.

So it wasn't just me.

Back when Wyl was still an air savant, I noticed that Chain Lightning would occasionally just not arc past the first or second mob, even in a huge group. I ended up resorting to just Ball Lightning against large crowds.

I think it happens more when the ground is uneven...
