From what ive seen any shard can drop from any end chest(ive seen 9 assorted shards drop so far in part 2)

Templar's Justice (D. Axe) shard dropped from the first barrier control (the one with the massive respawning Reavers) in Servants of the Overlord.
Luminous Truth (Q. Staff) shard dropped from the Epic chest in Spinner of Shadows, then the puller passed it to the wrong person so it rotted in the chest.
Did not see any seals on my first run through the chain on Epic.

Definitely looks like any chest for any part. Seals seem to be the scarce part.
