Tend to disagree. If you want to be really OP, as in being able to instakill/CC/DPS/self heal (i.e. one-man army), then yes, it's a long way to walk in terms of gear.
But I wrote "to be effective". What I meant is you can outperform a typical melee without much gear. Say on a sorc: You can DPS in any epic quests and be non squishy with just quest items, a shroud item and cannith gear. Except in the toughest epics, you an also CC with few tricks. Solo-CC e-Chrono and e-DA on a sorc is, of course, more difficult. But on a wizard? Doable without raid gear, I think.
Agree. But the devs buffed some spells to help the DCs in U9.Cause, you know, dc is a matter of "all of nothing"; if you are a dps could be mediocre, average, good and so on...
a caster in epic have to be good or a buff bot.
That's already quite a bit of gear.A bunch of gs and a standard eChrono set + 1 set ring from tod and a melee with a solid build is fine.
For DCs, you don't need epic or other rare gear on a caster, Cannith crafted greater focus DCs are as good. Of course, exc+3 from ToD or Shroud or Cove Spyglass helps here. For Spell Pen it's a bit different, but just a bit. GSP VII (discoball) or higher, you can only obtain on rare gear (DT or epic). However, Spell Pen IX you can obtain from a rare chest with very nice drop rate in an explorer area.A caster to pump up his dc at reliable epic level have to grind lot of unique raid items and possibly turn some in the epic version (torch, demon consort, greenblade, ...).
HP OR SP you can obtain from non-GS to start with. +3 Tome, yes, hope for luck on 20 Shroud completions.Also needs 2 gs accesories (hp/sp) which means an essence of cleansing, tod set, tons of clickies, a +3/+4 tome...

Yes, to easily solo epics, it's really a long way. To CC such quests, it's more a matter of knowledge than insane gear, IMHO.But what you see on forum are the pics of them soloing epics, not the pics of newbie casters not able to CC a simple eLast Stand with 37dc
But my most important point is: Arcanes can be nice boss DPS from DoTs alone without any hard to obtain gear at all. From my experience, it's only under special conditions where an arcane with a pair of lootgen clickies can't deliver the DPS of a comparably equipped melee.
Of course, I agree, that to truly obliterate everything on a caster, it requires skill, time and gear.
