One thing I'd like to point out is that this has become a bigger issue since spell pass due to the increased focus on ray spells and the nerf of firewall due to less people targeting the ground. Course there are times when you target the ground at your feet and are out of range.Terrain DB issue then more than likely.

The nature of the bug increases with latency too. I have to wait for whatever my latency amount is before casting if I turn or I will get that message. Playing at home that means 1-2 seconds. While on a good connection I will only get it with a very quick turn.
That melee fix actually made the facing bug considerably better. While the melee issues were prevalent, it was possible for me to fire off a radiant burst on my cleric and miss myself.

Though this and other dancing around - not going off bug fixes would be nice.
Could you also add:
Options->Gameplay->Enable spell firing on reticle instead of displaying error even if selected target appears to be out of arc or unreachable.
Sometimes the server is out of sync and stuff doesn't go off. Sometimes I want to keep a target selected but fire spells at other stuff. Obviously this doesn't apply to spells that don't work without a target. But this would fix cone of cold, polar ray, etc type spells always displaying errors instead of letting me game.
If you want to feel this pain turn on auto-targetting (act like it was an accident) while playing a capped caster. OMG - frustration.

Actually Major, I remember quite clearly it happened at the same time that hand to hand combat happened. As in, not as a result of, but at the same time as, that bug.
Thing is, the melee bug was a much larger problem at the time. People complained about the spells fizzling, but it was minor in comparison to literally being able to hit nothing.
But hey, if you think you know how to code a fix in for it, I don't really care how or when you think it happened. I just happened to be alone at a Shroud portal and thought I could make a demonstration. It still doesn't demonstrate the same sort of things that happen when a caster is on the move, etc.
This also happens with Concentration effects. I'll cast a spell, the spell will complete and I will receive the effect. However, I'll take damage after the spell is done and cast, and having to make a Concentration effect versus that damage. Sometimes I succeed, sometimes I fail - but the point is the damage didn't happen until after the spell's done, so why am I making a Concentration check in the first place?

It's server-client latency, not sure how much is me and how much is server side, but I'm beating MOST of it is servr side, since this problem was fixed for the msot part and rare up until U11ME.....

as mentioned before there has always seemed to be a problem when somehitng is to close and u can have them in front of u and targeted and when i try to shoot my necrotic blast it seems to have a flying skull right infront of me and spinns in circles intil it disapears and still hits nothing. been a persistant problem since i made my caster.
Wanted to point out I also get this often with disabling traps on my rogue.
1. Search for and find trap box.
2. Run to box, start disabling.
3. Get 'not facing trap box' error.
4. Wait for disabling animation to finish.
5. Start disabling again. Works 2nd try.

If you don't have an SSD, you should be using DDOPreload (fixes the slow first login issue)
