it's not... technically. part of the TOS say ddo points have no monetary value, at all, so 'gifting' them to a friend would count as trading in-game items for a net value of 0.

no trade that's been discussed has ever been shut down by a dev, even on these public forums. so safe to assume trading nothing for nothing is perfectly fine, technically, though im sure some are less happy about the loophole due to the wording of the ToS than others.
