Earth Savant and Acid rain

Quick question

Description of acid rain says it caps at lvl15. Is this still true even as a Earth Savant?

Search-fu is weak and was starting to go mad reading random posts trying to find the answer

It should. For each teir you take you cast 2 levels above the spell and spells gain an extra +1 in max caster level. So it should go for lv 18 at tier 3.

Thats kinda of what I thought...however - Should work and does work - not always the same thing around here

Any one able to confirm totaly? Still got a few levels to go before I hit lvl16+ to see if it still goes up.
