A dervish is an extremely awesome mobile dancing killing machine. A dervish gets extra attacks while moving basically while dancing in Pnp this ability is a limited number of times per day. They can treat scimitars as a finessable weapon. The thousands cuts can be used once per day by a dervish which is double the attacks in one round. My guess is this will be translated into DDO as a limited duration clicky (30 seconds or 1 minute lets say) that can be used once per shrine which doubles the tempest's number of attacks.
Edit: Dervish is a prestige class just like Tempest in 3.5 pnp.

From what I can see by skimming the PrC in the "Complete Worrior" book. They look to be masters of moving combat. With bonuses to run speed, auto granted Spring Attack, and other bounses...
Some of the abilities include:
Dervish Dance: escentially a flurry of blows for slashing weapons, but with limited durration and uses, and only while constantly moving. After a Dervish Dance you become Fatigued(Flurry of Blows + Dance of the Water Strider + Barbarian Rage...kinda???).
Dance of Death: improves uppon the Dervish Dance, giving it the cleave ability.
Tireless Dance: removes the fatigue effect from Dervish Dance.
A Thousand Cuts: 2x the number of attacks per round. That stacks with Dervish Dance, and Haste. And gains Great Cleave for the duration of the abilty.(I assume this would be a 20 sec +50-100% attack speed boost kinda thing, similar to the Fighter/Rogue "Haste Boost" but much better)

A few things you missed.
Additional info for Dervish Dance: +1 to hit and damage every odd level with slashing weapons while dancing. As others have said its sort of like rage. One additional use every odd level up to 5 at level 10.
Fast Movement: Sounds like they get something like monk movement speed at second level. They lose the bonus if wearing anything heavier than light armor or are carrying a medium or heavy load.
Improved Reaction: +2 initiation rolls at sixth level. Not sure how this could be implemented.
Elaborate Parry: +4 bonus to armor class when fighting defensively at seventh level.
In PNP it can be optimized to the point of nearly breaking your casual home game.
Here though, I don't think it'd be that big of a deal.
In addition, I think the dance (like Fusilade) could be fun to code and simply fun to use. Yes, I lose some DPS on the animation. That said, I still get a nice fuzzy feeling when I use it. It, like the leap abilities, is fun.
