Looked for the new armor kits and of the new ones listed today :Bull, Blade, and Steam, only Bull is available in the DDO Store.

Try clicking the option to show items not available for purchase.
Were you on a fleshie or WF looking at the armor kits? I believe Bull armor kit is for fleshies only and Steam/Blade are for WF only.
I'm not at home so I can't verify this right now.
