Grazing hits and how to use to balance PJ's versus armor

Getting hit for 40 hurts less than 130, which is about what Elite Sulu/Horoth will nail you for on the high-side. T

Still too high. If they are hitting for 100 they shouldn't be grazing for 30.

Minions should be about 10% of there damage
Orange should be about 15%
Red should be about 20%
Purple about 25% top end.

And that's on Elite. Normal and Hard drop it by 5%

Ours should do 10% plus 1/2 our BAB%. Maybe if we are really nice we can get a feat or Enhancement line to improve that a little.
