I don't think the Shroud is generally any harder than it was before.

Harry does seem to be a bit more tweaked than he should be post U14 on all difficulties, and I think that is due to some lingering spell power bug.

However, since U14, I have completed many Hard Shrouds, as well as wiped in a few and then come back to claim victory.

Kind of on the fence on what exactly is going on, but I think a good place to begin looking is to see how the new spell power is affecting Harry. Blades and all that are the same.

But on topic . . . THIS current hard/elite shroud is too tough for level 23s?

You have to be kidding me.

Yes it's tougher than many Epic hard quests (including EH Chrono) but it is by no means difficult.

Epic Hard quests are too easy, brokenly easy, so this is what people are used to I guess.

Don't get me started on Epic Hard quests especially the raids, I'm convinced the shroud lieutenants could probably defeat most any Epic Hard raid boss and probably entire raid at this point.
