The spell is capped to 30HD and, roughly, HD = CR so it'll work for those under CR30, not exaclty the vast majority in epic content

Well, it works on the non caster monkeys in epic adq.

maybe just expand the level ranges... tiny up to 20hd, small up to 30hd, average up to 40+hd...
