I've read a few posts that indicate that the Heal and Repair skills are a a waste of points.
However, I'm confused when it comes to a Cleric or FvS; don't they need Heal skills? And likewise with Repair for Artificers?

I was pig headed and took the heal skill, knowing not to, for the first year I played. It is a waste. I've never once used it.

Once I get a lesser heart I'm going to reroll 2 toons JUST BECAUSE OF THIS. No other mistakes made to them.
Don't take it.
Half ranks in UMD or balance, or simply dump intelligence and only take Concentration will work wonders.
The heal/repair skill currently implemented only effects Rest Shrine Regeneration...
Even maxed out this skill would still have a poor return on the investment of 23 skill points. However, carrying an Item with Heal/Repair Skill properties is a good switch out while resting. I believe you can find this attribute on gloves, rings and bracers. Use it like a haggle item - only when participating in the event it is helpful with.
Investing skill points or itemizing for Heal and Repair skills is currently a waste. Turbine needs to make these skills relevant within DDO.
