I'd say goggles, helm/boots and gloves, in that order.
The new Magewright Spectacles are probably the stiffest competition for the goggles slot, but aren't all that necessary. The Spell Pen IX is the strongest reason to pick those up, but it is available elsewhere, and you can use a Twelve buffer on an airship for Minor Spell Pen IX if you can't slot it anywhere. Still, that's kind of a tough call.
Helm competes with the Epic Helm of Frost, but that's really only relevant if you want UMD or are fitting in the 3- or 5-piece Abishai set. I find the latter to be overkill on a PM from a slots perspective--just not worth giving up so many worthwhile items for a small boost to your Evocation spells. Minos is still worthwhile, but I'd rather have two epic items with useful effects with Heavy Fort and Toughness slotted, or even just HF and lose the 20 HP.
Boots are only competing with Anchoring, and the extra HP is probably not too big a deal in ToD 3, so it's reasonable to replace them.
Gloves are competing with Gloves of the Glacier, which, while not excellent, still represent reasonable SP savings on Maximize and Extend, which seems like a good reason to avoid replacing them to me, but they're not beyond being replaced.

Honestly, I am thoroughly unimpressed with the Epic Spectacles of Spirit Sight. There are other places to get Greater Necromancy and/or Enchantment Focus, and the goggles don't do anything else. I'd use the Magewright's over those.
Keep in mind that you may also want both a GS HP and a GS SP item, so you may want to think about that as well. I've always had a Conc-Opp (Blindness Immunity, +50 SP/+2 Cha skills, +100 SP/+3 Cha skills) in goggles and have tried a few different HP items including Tempered I Helm (+10 HP/+1 Str skills, +15 HP/+2 Dex skills, +20 HP/+3 Con skills, +10 Concentration), and Ash II boots (+45 HP, Enervation Guard)--I use the boots currently.

for me, it's goggles and gloves. neither seem to boost defenses or utility much apart from things a caster can take elsewhere, neither seem all that great for offense as a caster either (both are great for offense as a melee, though).
savings on extend via gloves are pretty negligible, now that extend doesn't work on offensive spells. slightly better for a pale master, but still not big. goggles... well, epic goggles are ok, but i find there are better places to load up on the greater focuses. ideally, epic mabar robe for necromancy. and i like to put on my eardweller for enchantment, but could also go with a dreamspitter or various one-handed weapons (including cannith-crafted ones if i get desparate).
What about a belt? How important is the PM set anyway? it doesn't look that hot.
I put both my sp and hp/ConOpp on my glove slot. They were on the goggle slot, but I wanted the spell pen IX and I love the propultion boots.
Use your goggles for your SP item and swap to either Spirit Sight or Magewrights after buffing. I would suggest the glove slot and go HP/Con-Op.

At the moment I have C/O SP googles and HP Helmet.
I prefer to keep the gloves slot free for Glacier and Bramble-Casters - later very useful when leveling, the former because I generally use SOAP or Staff of the Petitioner.
I use Hruvayah's Medallion for Spell Pen.
Depends a lot on what items you have - if you don't have either of the above gloves or Hruvayah's then you may need to move things around.

nothing special in my boots slot, i like to be able to swap striding/FF/Anchoring without worriing.

Alchemical light shield with Adamantine, Earth, Water, Fire, in that order (arcane augmentation IX, im looking at you)
swap the shield with a 45% cold absorption item for shadow tanking.
(OMG this will take years to get. oh well, you gotta have some goal, dont you?)
I don't currently carry a green steel SP item on my PM. ConOp HP goggles.
It's all about build choice, I like the masochistic PM approach. I've got a torc and conop most of the time.
Boots for me are a swap spot. As is helmet. I may make a triple positive there just for the handiness of UMD and buffing.

My current plan for GS on my PM is to make GS ConOpp HP Goggles and a GS Necklace of SP/CHA Skills/Raise Dead Clicky. I can swap in my Torc once I've used the SP for buffing and swap back when I want the Raise dead/UMD skill. It seemed to be the best fit with the other gear choices.
I considered an Ash Guard or Trap the Soul guard item but they just don't seem to fit as well.
Hope that helps idea wise, since gear planning can be ever so challenging.

Obviously there are some things there that can get moves around, and if you go with the Shield Mastery-style PM, you'll not want the two-hander probably, but that's a pretty strong list for gear.
If I were to do the greensteel items over, I'd probably move the Conc-Opp to my helm and use the Magewright's Goggles now that I think about it.I like have Concentration +15 slotted, and having Spell Pen IX on a permanent slot would also be good. I guess if I get to my next 20th Shroud with Elochka and there aren't any good +3 tomes on there I'll take a cleanser and do just that.

To answer the OP, I think you have to look at the ideal PM gear setup:
Cloak, Bracer, Boots, Helm, Gloves - 5pc Abishai. +3 Conjuration DC (Web), +20 HP, +3 evocation caster level and ample epic augment slots.
Trinket - Litany of the Dead
Ring1 - Rakhir's/Sanura's with +3 exceptional INT
Ring2 - Epic Ring of Elemental Essence for the Archmagi and aug slot is what I'm going with for now. Can swap this out for Epic Ring of the Mire (when Torcing your mana back). Epic Shaman's Band if your spell pen is inadequate.
Goggles - Greensteel 150 SP, +6 CHA skills
Belt - Greensteel 45hp/ConcOpp. The only other real consideration here is the Lion-Headed Belt Buckle. I consider that to be soloing gear though, like the Bracers of the Demon Consort.
Neck - Torc
Chest - Shroud of the Abbot, upgraded (Greater Light Resist, Major Void Lore, Boon of Undeath, Lesser Arcane Augmentation IX)
Mainhand - Epic Staff of Inner Sight as default. For boss nuking swap to two Tier3 alchemical weapons, each with the Superior Lore of the elements you're specced for (along with the Maximize and Empower metamagics). Tier2 alchemical is easy enough to acquire for the Superior elemental Lores, as it doesn't require doing elite or epic MA/TLOB.
The only thing lacking is Superior/Epic Nullification. I use Nihil clickies for maximum negative energy effects anyway, so it's not really a big deal. I'd slot Superior Potency VI in an epic augment slot if it was ever an option, because sometimes I'm lazy or forgetful.
