My advice is to look at the Helve's Angel build for some inspiration. It's a half-elf (much stronger race than elf for pretty much anything, sadly) AA that uses the same split. Sadly, that's about all the advice I can give, because even my ranger is a tempest...

For flavour elf is fine and will work till cap well enough. Other races do have some (pretty major) advantages though. That having been said I made my ranger an elf as it just feels appropriate...

My advice is run it through a character planner before doing it. Before taking each level, go back to your planner and see exactly what skill points to take and where to take them. With that sort of planning, you can have a great multi by the time you're 20.
