I have noticed this also, it appears that they are double counting the artificer bonus to UMD when determining the success.
If you look at what your skill is on your character sheet, it will be 31. The artificer gets a bonus of 2 to UMD with scrolls. But instead of adding this to your UMD skill they instead subtract it from the UMD needed to use the scroll. The teleport scroll in your image has a UMD of 34 listed, typically the UMD for teleport scrolls is 36. So it appears to me, that the % value is calculated based off the adjusted UMD of the scroll and then figures in an additional +2 for the artificer knowledge, effectively double counting the artificer bonus (for display only).
Just subtract 10% to get the real number for now, be sure to bug report it too.

Same applies to wands. There is no way my Wand of blur at L6 is failing only 15% of the time. Its closer to 40 or 50%.
I'll have a look at the combat log next time I use it, see if I can capture some screenies for a bug report.
Yeah just another confirmation this bug exists and is annoying. I was convinced rolling a 1 was an auto-fail haha.

It is actually only a display bug, the actual roll is made correctly:
Notice the rolls and the actual UMD score, if it was actually 85% I would have succeeded on the 4 and 5. But it is correctly using the UMD score from the character sheet to calculate the chance. From the character sheet it shows that I actually need a 6 to succeed so only a 75% chance. Basically just subtract 10% from the display and you should get your actual chance.
