How to enable caster level combat log messages?

Under Options -> UI Settings there's this checkbox:

"Turn off caster level related combat messages."

It's unchecked, but caster level messages fail to appear in the combat log. In fact all of the "Turn off" option checkboxes in this same section are unchecked. Any ideas how to enable these logs? I spent 20 minutes mucking around with UI Settings options but nothing is making it work. My desired outcome is to have "You begin casting <spell> at level <x>." messages appear in the combat log.

Did you ever figure it out? I have a sorcerer who all of his spells are explained at caster level and etc... but on my favoredsoul no such thing. I would love to see the information.

Do you have any other log options disabled? I noticed that there is some sort of a hierarchy, and few of them have a hidden effect of turning others off if you disable them.

Is it possible to revert your UI options to the default, then you could take the long arduous task of checking each option one-by-one.

Of course it's entirely possible that there's a bug which means it shows for some classes and not for others...

I reverted the UI to default settings. It didn't solve the problem.

It appears the message only appears in the combat log if the caster level is augmented. For example, if you're wearing the 3pc epic Abishai set and cast an evocation spell (+3 caster levels), then you see the message.
