Exclamation pure scimi build. possible epic?

hello, i am trying to make a pure TWF scimitar elf ranger build. i want hight DPS and there are a few things i was wondering...

can i dump wis/cha/int stats as a whole and make a 16str/16dex/16con character?

will there be any benefit from taking rogue at lvl 1 if i do not intend to be a skill ranger but a combat one?

would taking a lvl of fighter for an extra feat be worth it? possible improve crit or (that feat that uses DEX instead of WILL for you will saves?)

and i was also wondering something. i forgot. oh right. i have never made a toon that had epic potential. i was wondering if this build right here could work at lvl 20?

If it's a melee Ranger you're after, I'd suggest 18 Ranger/2 Fighter instead. You can go pure but keep in mind that the Ranger capstone is not very helpful for Tempest Rangers at the present time.

16 CON is too expensive for an elf, the few extra HP it provides will not make or break your character. For a 32 pt. build I'd go with:

    STR 18
    DEX 16
    CON 14
    INT 8
    WIS 8
    CHA 8

This is what I use for my elf tempest and it works well. Note that you'll need a +WIS item to be able to cast spells but that's not such a big deal.

    For feats:

    1) Dodge
    3) Mobility
    6) Spring Attack
    9) Toughness
    12) Oversized TWF
    15) Improved Critical: Slashing
    18) Power Attack

Not a lot of wiggle room on a pure tempest, with 4 feats required by the prestige and the other 3 being practically mandatory for any melee.

As to multiclassing, splashing rogue will allow for full ranks in UMD and give 1d6 +3 sneak attack damage. Splashing 1 fighter (or 1 monk) will give an extra feat to use on a pre-req, whick will free up a slot for an extra Toughness for more HP.

18 ranger/2 fighter is a good build, the 2 extra feats can be used for needed combat feats, which will free up two slots for both Quicken and Maximize for excellent self-healing via Cure Serious Wounds. It also offers a +1 STR enhancement.

    Yes although I would probably do 18 / 16 / 14 - a little more DPS, a little less HPs.
will there be any benefit from taking rogue at lvl 1 if i do not intend to be a skill ranger but a combat one?
Yes, you will still get UMD, 1d6+3 sneak atk dmg, and Haste Boost I. See my Tempest trapmonkey thread.
would taking a lvl of fighter for an extra feat be worth it?
If you're not going pure, rgr 19 adds nothing; so rgr 18 / 1 / 1 is pretty common. Most will tell you a monk splash is preferable if you have it, though. Another option is barb for +10% run speed, +1 PA enh, and
(that feat that uses DEX instead of WILL for you will saves?)
There is no such feat in DDO.

Another option for an elf rgr 18 / ftr 2 is to take the first two Shadow DMs to get Displacement; this boosts your survivability. It's a flavor build, at best, but at least it gives you some incentive for being pointy-eared.
