Requires one +1 Dex tome to qualify for GTWF, but it isn't needed until just prior to taking level 15, so that shouldn't be an issue to find.
And I just noticed the halfling comment. Human works best here because of the extra feat. As a melee divine, you'll want Divine Power and Divine Favor Extended. Toughness is a must. GTWF is a must on a melee focused build here. IC and PA are both must haves. Empower Healing Spell is a PrE prereq. Maximize is needed for quality Blade Barriers. Quicken is needed for healing raids, and especially for emergency Heals while in melee.
That's eight feats, so Human is the race of choice for the extra feat. The extra skill point from HUman allows for full UMD as well. So this is definitely a human.
Decent balance, and a little stealth because I can't bear to build anyone with hide/ms as class skills and ignore them. You may not use it often, but when you do it will save the day. A few points in spot so that maybe you will see those hidden mobs instead of bumping into them if you have to sneak around.
12 Wisdom +4 from Owl's Wisdom ensures that even if your gear gets Disjuncted you'll still be able to cast your highest level spells.
(12 is enough to cast Owl's, and the +4 it provides allows for Heal/BB)
Cha I & II instead of a Faith line because the extra Turn Undead means and extra Aura or Burst, which is more useful.
You'll never be a great healer, but you can single target heal well enough, or sub in as a healer in a pinch.... you just can't do it for a long time because you don't have the mana to equal staying power as a healer.
And you'll likely be declined from groups by a lot of players unwilling to give your build a chance, so be prepared for that possibility.
And for the record: Monk instead of Rogue on a 32 pt build, and this would shine given the opportunity and a quality player at the helm.
