Making old GH items upgradeable

The usual method to change old item to new item is to use Stone of Change:
old item + 3 Epic dungeon tokens = new item

But it doesn't work.

Does it mean that I have to farm all items again if I want them to be upgradeable or there is some other way?

■ It is now possible to upgrade named treasure. ■ Gather Seals of the Stormreaver from playing elite difficulty.
■ Visit the Stormreaver Monument in Gianthold.
■ Place the seals and the named items in the Monument to upgrade the named item to a more powerful form.
■ You can preview the available upgrades by visiting the Monument and clicking the list interface.

1) seals of the stormreaver are not dropping
2) items that you got before the update like the madstone boots are not upgradable until they figure out a fix.

And on 40th completion no Boots again ...

yet another reason for them to stop adding new content that is broken with release notes that say that you can do something you can't....

at least they could have said ..... *old raid items are not upgradable yet*

They could have just easily done what they did to the Risia games Icy burst issue, they changed everyone's items in one swoop to what they should be.

Sure they could do the same with the Old stuff.
