    Default Help with my wizard

Currently my wizard is level 13 with the following stats.

    Str - 8
Dex - 18(26 buffed and equipped)
Con - 14(21 buffed and equipped)
    Int 18(29 buffed and equipped)
Wisdom - 9(accidentally wasted a level up point here.)
    Charisma - 8

    Hitpoints - 189(202 buffed)
    Spell Points - 1168(ship buffed)

I'm very concerned about this toons effectiveness in high level content. At current time I snuff everything in GH and Necro IV with ease, but this is not a good reference of my use in epics and raids. I'm contemplating re-rolling as a human with 18 con and int and all else dumped, but I'm hesitant on account of my level.

In the event my toon is utterly and totally gimped, I will re-roll, but if I still have the, reasonably attainable, ability to run epics and raids at higher levels, I will keep this toon as is. I haven't decided on what gear to farm for this toon yet, but my current stuff is nothing fancy.

If it's relevant, it is a palemaster build.

    Equipment:
    Head: +6 int
    Necklace: +5 con(will be +6 when I find one)
    Goggles: Blindness Ward
Bracers: +1 Enchantment + Evocation DC
    Ring: Wise +3 + Katra's Wit
Armor: Robe of the Magi(not the +100 sp one, the named unique one)
    Boots: Striders +30%
    Gloves: Dex +6
    Belt: Greater False Life
    Cloak: Resistance +4
    Trinket: Pearl of Power X
Weapons: Superior Potency VI and Necro DC +1

Some of my gear is weak, I know. I'm struggling to find better wizard stuff, but I figure, like everything, most of it will come from the raids I don't think I can run with this toon.

Feats: Mental Toughness, Toughness, Extend, Maximize, Greater Spell Focus: Necro, Spell Focus: Evocation(will change to Enchant if I find the toon is worth it) and Improved Mental Toughness(I think. Don't remember.)

Skills: Maxed Concentration, nothing else is relevant.

Once again, my worry is if this toon will be sufficient for end game. I'm unwilling to raise it's level anymore because I'm scared of getting it to the end game and finding it worthless. I know that gear makes a huge difference in effectiveness of casters, so if in addition to pointing out what I did wrong, aside from being and elf and not maxing con and int only, if gear could be listed that'd be good. Thanks in advance.

Not everyone has to be perfect, really. You can reach the "End game" and just TR, so maybe you won't totally rule Amrath or all the epics, but you'll be fine enough for house P epics, for example, and be good enough to gather those 20 tokens and TR.
Besides, making mistakes is the best learning experience, better than any advice anyone can ever give you.

Another option is to remake the toon completely and put 18 int and the rest in constitution. There's no need to put any stats points into Dexterity, and you wasted 1 int into wisdom by mistake too. Reaching level 13 again should be very fast as a wizard, especially with the new streak system.

    P.S.
Wizard with wizard past life > Wizard with NO wizard past life :P

Good to know. If I can make it in Amrath and easier epics(Would Fens be considered easier? I don't find any of the House P or D epics too appealing in loot) then I should be fine. So long as I can contribute to a party and not just drain resources.

At level 13 you are fine. Just remember not to ignore the Toughness enhancements (you didn't list enhancements so I don't know if you took them).

Changes I would make would to take some points out of dex and put them in STR. Dex is just not useful to a wiz build and the extra points in STR will help you avoid being encumbered - which means you run faster when kiting/running away/strategically retreating. For an end game raid like ToD where you will probably be expected to kite shadowfiends encumbered = death.

I would also recommend dropping imp mental toughness and take Insightful Reflexes as it will let you use your INT modifier for reflex saves thus opening up more dex points for extra CON or STR.
