Add Madstone Proc listing to boots

So was looking at the new upgrades in Gianthold and one in particular stood out to me.

The Madstone Boots:
*Bunch of Stuff*
Superior Potency VII

Now as absurd as that is for those boots, what is worse about it is that it is a newbie or simply misinformed trap. Casters, seeing those boots are going to go gaga for them thinking they'd be a perfect fit, not knowing anything about the madstone proc.

My request is very simple and shouldn't even need to be requested. List the Madstone proc in the enhancement list, please.

When I got my boots a fvs actually rolled on them and got them, I had to gently remind him (since I was 2nd highest roll!) about the proc effect.
