I have experienced that myself and it takes some time but it will eventualy work.
When it happens, I try to buy stuff from the DDO store on the Character Selection Screen. If it's not something wich depends on character/class/level, it should be ok to try there. I buy mostly TP.
Keep trying on the Character Screen. If it crashes, at least you don't have to wait to a character to load before you can try again.

There's been a few reports of this where the player noted that if they closed the game client, went to PayPal's website directly and re-validated their account and billing options (e.g. credit card, checking account etc) even if they had done it recently, then relaunched the game purchase worked fine. I'd recommend testing that just to see if there's any change.

After contacting support, log into your email webpage to add noreply@turbine.com and accountsupport@turbine.com to their "safe senders" list and your contacts list/address book. Be sure to check Spam/Junk Mail folders as well since most email providers do not let external email programs or cell phones download mail flagged this way.
