I like the idea in theory, but in practice it mucks things up a bit. Does a melee class skip IC in order to take another feat and lose out on some DPS unless a caster with the spell is in the group? I think it's an interesting tradeoff that would work great in static groups to maximize effectiveness, but in the majority of situations, I could just see some melee's gimping themselves with no benefit.
I think they already took a step in this direction when they released artificers and their metallic/aligned weapon properties so the precedent has been set already. I don't personally have a problem with adding this spell, though I can see it widening the divide between vet and noob a bit more than it already is.

Definitely not.
All melees take IC as is. The only thing this could possibly change is casters spend a little more SP buffing, and melees who don't take the feat are sometimes losing DPS if they don't have the buff.
can help for secondary weapons, like if you usually use khopeshes but switch to warhammers for wiz-king or something like that. also for ranged weapons, since i doubt most people worry about taking IC:ranged for the ranged weapon they all *should* be carrying (or, for those who are almost exclusively ranged, this could be for their melee weapons)
If Turbine is adding Keen Weapons, please add this as buff song for Virtuosos too.
