This has been brought up many times, but really procs and guard effects should have visible percentages in their description, or at least a common notation, like "occasionally" = 5%, "has a chance to" = 1% or something.
The reason it is not like that might be that the original devs wanted to not confront newer players with a whole lot of numbers right from the start, and of course there were less of those items when the notation rules were established, but at the current complexity level it is not fun to test a new batch of items by hitting a buddy 1000 times upward in the pvp pit every time we suspect there might have been changes to it. If you really have to, make it a toggle so people can chose how much they want to see.
