I looks fine, but remember the last 2 ranger levels don't bring much for a tempest. The Exploiter template (rogue 1/monk 1) is nice because it brings full UMD and trap skills, an additional feat as well as AC potential. If you don't have the monk class, you could get 1 fighter level (+1 rogue) for UMD and a feat, or 2 fighter levels for +1 Str and 2 feats.
    Thelanis: Nassim* (F12/P6/M2) - Talienor** (P18/Ra2) - Feithlin** (F12/Bd7/C1) - Stoneoak* (F12/M6/P2) - Hokusai (M17/F2/C1) - Ardence* (Bd15/F3/Ro2) - Matsushiro* (Ro11/M6/P3) | Argonessen: Luneargent (W18/Ro2) - Talienor (Ro20) - Takshir (Bd16/F2/Ro2) - Hiacynthe (C20) | Ghallanda: A bunch of pre DDO Unlimited characters (field of testing for post U19 )

All this is true but I don't mind the pure build. You get +2 damage vs FEs and an extra FE which is really nice for an end game ranger if you want to play epics (as creature types are more diverse than elsewhere).

Regarding your FE order and choice, I went with (on a splashed build):
Undead, Giant, Evil Outsider, Construct (in that order)

I really miss not having elemental.
Undead is a bit meh in end game (so could be swapped).
Giant is ok I think to have but is a bit meh.
Evil Outsider and Construct are the most important ones in the current end game.

    You have:
Undead, Evil Outsider, Elemental, Construct, Aberration

I'd get Aberration sooner as beholders are a major cause of death while leveling up, perhaps in the level 10 slot.
Evil Outsider is good for level 10 or 15 but isn't needed at 5.

Maybe a new capstone will come out soon for tempests, they sure as hell need it

Not a fan of pure Tempests, but: I would start base stats 18 / 14 / 18 / 8 / 8 / 6; put all your lvl-ups into STR; and consider staggering out the Tempest feats so you can take, say, Toughness & IC Slash sooner. The silver lining to the nerf to Tempest I is it's less urgent to get it ASAP since it doesn't add nearly as much DPS as it used to.

    Something like this:

The idea behind Quicken+Maximize is you combine that with SP-regen-on-hit gear like Raiyum Torc & Con Opp GS item so you can toss out some pretty decent CSWs. [Emp Heal is more SP-efficient than Maximize; but when it's an emergency, you want to toss out the biggest heals you can, IMHO.]

EDIT: I front-loaded the ftr lvls to get the extra feats, Haste Boost, HPs, and +1 STR enh ASAP; it also lets you wear heavy or med armor for several levels until you get Evasion from rgr 9. But when you take them is up to you.

I started rgr partly to get TWF ASAP (even though I'd probably use a greataxe until you have ITWF & Tempest I) and partly to max out your initial skill pts; by starting ftr instead, you lose 16 skills pts in exchange for not much.

As for the two extra feats: extra HPs are nice; better self-healing is nicer, IMHO.

Also, half-ranks in skills are useless, Heal is a lousy skill and should be dropped, put a rank into Tumble to unlock it, and as a rgr you can self-buff with the Jump spell so there's no need to max out the skill.

ok well in your opinion is 575 hp good for a frontline ranger tempist?

Plenty, honestly I've only seen about 1 ranger with over 600 HP. Anything close to that is awesome.

Quicken + Maximise combo is awesome if you have torc/conc-opp combo. If you are going this self-sufficiency route then make sure you go neutral rather than chaotic good (to avoid alignment damage) and max ranks in UMD (ranger skill boost helps here). This will give you the possibility to use wands of cure critical wounds (rangers only get serious) and even heal scrolls (significant gear required for this though).

Splashing 1 fighter / 1 monk or 1 rogue / 1 monk (exploiter) is more common for this kind of self sufficiency build though as the AC on the monk levels really helps. The changes to mobility are interesting though.

Self-sufficiency wise, half-elf or human is a much better choice for healing amplification to get maximum output from self healing. This also has the advantage of human versatility: damage (+25% damage, 20 seconds, 5-7+ times/rest) and if you go half-elf you can get a dilettante feat (cleric while leveling for self healing and possibly swap to rogue or monk at cap depending on goals).

In general though, if I was going to splash a ranger I'd be more inclined to splash away an entire 8 levels. Tempest III just isn't that interesting. 12 ranger / 6 barbarian / 2 fighter (Arshan's build) is a really nice and so is 12 ranger / 7 rogue / 1 monk (The Prodigy). Lots of other variations too which take advantage of the 100% offhand proc rate of tempest II.

To put my opinion in a nutshell,
    Tempest caps at 12
    Tarnesh(GateauFRANCIS, Life 10/10+) / Thazok(GateauTUNES, Life 5/4) / Thaerom(GateauHJEALS, Life 3/3)
Iccir's Badger Minsc and Boo approve this build
