I think you're partly on the right track, but Matuse pointed out part of the problem with making a Dreamspitter on a better crit weapon. Instead of "One Handed Weapons", "Two Handed Weapons" and "Ranged", there are two options that I see that will make it less gamebreaking: 1) "High Crit Melee", "Low Crit Melee", "Ranged" or 2) "High Crit THF Weapon", "Low Crit THF weapon", "High Crit TWF Weapon", "Low Crit TWF Weapon", "Ranged". My first example might be two simplistic and my might be more complicated.
Additionally, I don't think it should be for every set of weapons or every time. But I would like to see the Devs allow a bit more choice (which this update does seem like they are at least trying) to help players who don't want to be cookie-cutters.
Where are these items from? Mabar?

SD: +3 passive AC, +2 max Dex (heavy armor), +3 max Dex FAM III (+8 AC)
DoS: +2 max Dex (heavy armor), +6 aura (+8 AC)
The two are even...until a paladin is standing next to a SD, where the SD gains another +1 to +6 AC over the paladin, assuming the fighter could fit in enough Dex to fill out his armor.

They could fiddle with base damage and crit profiles too - a Greatclub with poor critical profile but top-notch base damage might interest some people over a Falchion with poor base damage. Getting that balance right is tricky and one will be better than the other, but if they are close enough it will be fine.
True. This is one of the reason why I believe that the Epic Soul Eater is best quarterstaff for trash, since it contains both an improved base damage and crit profile. So adjusting the crit and/or damage on some weapons would help some players because of the inherent perks of a build (for example, quarterstaves for acrobats or dwarven axes for dwarves) or because of flavor from personal tastes (such as warhammers and darts).
As you said, the balancing might be a bit tricky depending on what effects are on the weapons, but people will choice what they like if there's not too drastic a difference. Look at greensteel as an example... From what I've seen it's probably a wash between the number of GS Khopesh and GS Rapiers. GS Greataxes probably outnumber GS Falchions (unless a Paladin) and GS Greatswords (unless a WF FvS) but not so much that it's the only choice people make.
Personally, I think the only items that should be getting their crit profiles adjusted are second or third string weapons like named longswords, and then only to make them equivalent to things like scimitars (not khopeshes). Things like the ESoS are a mistake (better crit profile than any other weapon in its class), and the devs should be working just as hard to not make mistakes like that as they should be in turning out worthwhile items.
