Well it's (DC 10 + monk level/2 + wisdom mod) so 10 + (7 or 8) + (7 to 10 at least) = 24 to 28 at a base. Plus whatever combat skills you are adding (Dwarf Training, Human Adaptability, etc.). 30-32 is a good number without ship buffs or specialized equipment. Is that what you were looking for?
I'm going to assume that my wisdom is simply too low then as even with +6 item and +2 ship buff I'm only hitting a 25 DC.

Now admittedly CR 20 Cove Hobgobs have prob got super fort saves but I've not seen a single proc since picking up the enhancement.
Having the same problem with Stunning Fist as that has the exact same DC.
Yeah, 16 base wisdom is on the mid to low side of acceptable at level 16. But don't feel too bad about QP not landing. I've got a monk with DCs in the mid 30's and she still only pulls off a QP about 1/4 of the time in level 16-18 content. QP is much more useful against casters who's fort saves are dismal anyway. Now as to why SF isn't landing more often, pick up some +6 or better stunning wraps. +10's are at level for you if they have moderate effects attached. You'll see the difference immediately.

Silly me thought I'd picked it up as an enhancement.
it works pretty well on casters specially with improved sunder (-3 fort per hit, no save and stacks 5 times! so with triple hit its -9 fort) specially nice on tough healers.. though stunning fist might work most better.

You'll need to get your wisdom to 32-34 ASAP if you want to have a chance at palming higher level mobs. Easiest way though, is to take improved sunder (as a few have mentioned). It's fantastic. The worst part is that it's on a 10 second timer. In air stance, I pop a sunder first then palm then stun (if palm fails). Remember to use a stunning item (like vampiric wraps if you can or a stun 10 if you wisdom is too low). You'll want ~500 hp at level 20 (with gear - it's actually tough to do on monks in air stance, especially first lifers, because you have such a high need for other stats), and if you can't get there, you'll want to TR/LR and try again.
I'll throw this in on the off chance no one else has - If you carry improved sunder, and learn to use it immediately before quivering palms, that's an effective +6 to the DC.
