Farming map peices once is ok, as mentioned before it gets OLD. Like everything in this game that repeats, farming = boring. Just make CC open every 35-40 mins already so I can run a quest inbetween, forget the FARMING! We have enough of that already.
I mean once you find a map with a secret location of treasure, don't you already know where the treasure is from then on out....or do we get amnesia when leaving the cove?
There's almost nothing to gain for roaming around the island once you've had access to the cove one time. Doubloons become worthless to that player at that point and most (especially higher level) players have little use or desire to farm the treasure chests that can spawn. I personally would prefer a slightly longer time inbetween Cove openings so that I have more time to fix a snack before the next set of runs. It still opens too fast.
It's like the old Reaver's Fate. There was no point in 11 of the people doing anything so them standing there "piking" really had no impact. Same with Cove.

Running around the island collecting chest has been profitable. Every other chest I'm opening has a trash weapon in it worth up to 20k pp. My haggle toon(only lvl 10) can get about 5k from it.
Vending island loot supports my AH habit.

One thing to add incentive may be making it a tiered slayer area. So there are actually 5 slayer counts (4, 8, 12, 16, 20) giving the people running around collecting map pieces the added bonus of experience for their troubles.
Additionally, Grog and the Butcher's Path is still probably the fastest way to collect.
Again, you missed the point that I mentioned about people doing day to day things while in the cove.
They may have gotten done with a run or two and had to go tidy up some mess or other and just gone afk with the intent to return and run again soon.
As has been tiresomely stressed already, it's not your judgement call on who gets a boot out of the cove area.
If you're concerned about lag, switch instances and maybe watch your lag disappear.
