I'll sign anything that increases XP to reduce the boring as hell TR grind.
Id say no. Its one of the points that diferenciates DDO from other mmo's.
Its important to understand DDO is mission oriented, infact killing all the bad guys is often counter productive. You may not be aware but there are xp bonuses for completing a mission with very few kills just like there are xp bonuses for very many kills.
Dont want to loose this focus in quests.
might be nice for explorer areas tho rather than the current reach x kills mechanic.

the point of quests should not be to kill a lot of monsters but to achieve an objective. if you dont' achieve it, then you get no reward. now i know there are some quests where the objective is to kill XX number of monsters and in that case the two dovetail nicely, but there are many quests where you have the option of bypassing many monsters.
there are already explorer areas that reward random killing.
there are already bonuses for killing a certain number of monsters (conquest).
no need to fix what isn't broken.
If you want xp for every mob you kill, just...
slay some more minotaurs.

I'm all in favor of anything that will reduce the grind for XP that TR's face in their third and later lives (2nd life feels "right" to me for XP progression up until level 18).
But I expect anything that encourages individual kill farming the way that WoW and UO and others do to just make things even more grindy, so /not signed.
They already have a system similar to this. It is called an 'Explorer Area' Every mob you kill counts toward getting an exp reward. It is not a 1 to 1 like you suggest, but you get a much greater return rate for that as you progress in slayer counts.
The majority of quests also reward exp throughout for completions of side task, killing bosses, and such, so you will often get exp from a failed quest.
I think that going to a direct kill == exp is the wrong move for ddo and would serve to minimize the differentiation from other mmo games of this genre
