I know this isn't the optimal tank or really anything build, but I wanted to see what the best outcome I could get under these conditions:

1. always uses a shield
2. has evasion

This is try 2 for an evasion shield build, try 1 was a paladin dos that is a big pile of fail but a great doorstop

Like all ac builds it is highly gear dependent. Here is the list of have + wish

1. t3 cutthroat blade
2. vampiric fury shortsword
3. turbulent epee
4. min 2 rapier
5. t3 swashbuckler (4 insight ac allows for flexibility in weapon slot, also best AC shield with +7 enhancement epic gem)
6. t3 duelist leather (with +7 enhancement epic gem highest ac light armor in the game at 13 total armor value)
7. t3 brawling gloves (7 str, 6 sneak attack, unbalancing strike - works w/ weapons i think)
8. t3 nimble trinket (only source of dodge 1, perm blur)
9. t3 buccaneer ring (7 dex, good luck, 5 protection)
10. pirate hat w/ 5 nat armor 15 intim
11. conc opp goggles (hp proc is good for everyone, +5 cha skills helps umd and intim)
12. chattering ring
13. crafted +2 dodge bracers or thraak bracers
14. stalwart defender tod set (neck, belt)
15. some belt w/ 6 con and 30 gfl
16. greensteel hp cloak w/ air guard

I haven't mathed it out exactly but that should add up to 70-75 standing AC in stance which is good enough for nearly everything

Also the halfling bonuses and enhancements increase the evasion to reasonable levels, also umd should be high enough to pop heal scrolls at reasonable levels or self heal with cure serious wands + pots

If anyone can think of a way to build this better please let me know.
