Yes, that's a level elemental 123 shard.

It costs 63 greater essences, and 192 lesser ones to craft.

This means I am offering the equivalent of 126 greater essences and 395 lesser essences, i.e. twice the cost of the shard itself. I will crush the greaters into lessers as you see fit, e.g. either of the following splits are fine to me: 203 greaters; 165 greaters, 192 lessers; 1015 lessers. 50 Khyber fragments are included, of course.

Depending on your crafting level, this is essentially free crafting XP, free crafting mats, or both, as long as your level is 113+ already.
