I waited for the initial U11 doomrage to end to post my feelings about the ranged pass.
First of all: Where is the ranged pass? Here is a comprehensive list of what you did:
Bows - Nothing
Throwing - Nothing
Crossbows - Reloads independent and changes to firing rates.

Bows:
Now bows are fine as they are, but I actually expected you to come up with a smart change to Manyshot.
Throwing weapons:
You shoved in a feat for shuriken at some point nobody will ever use:
"You are skilled with the use of the shuriken, and have a chance to throw an additional one per throw. (Percent chance to throw an additional shuriken is equal to your Dexterity.) This is also a racial feat given to all Drow Elf at level 1, regardless of class."
Why is this shuriken-only? I can imagine people throwing two daggers/darts at once. More on that later.
Crossbows:
I don't even know where to start.. the reload/rate of fire changes are fine, but why did you shove crossbows to a single class? Now it's Artificer or get out. Rogue Mechanic may count too, but Artificers are the only ones to get extra elemental damage from their runearms AND endless fusilade from their PrE. Introducing a new class with superior abilities with a certain weapon does not equal a fix to said weapon type.

My suggestions (This is the suggestion forum after all):
Throwing weapons:
Make Shuriken Expertise available for throwing daggers and darts too (Axes and hammers would be unrealistic). Maybe even give it 100% doublestrike. It still costs a precious feat slot and won't be overpowered. Imagine something like this:

"You are skilled with the use of throwing projectiles and can choose to throw two daggers/darts/shuriken at once with a -3 hit penalty."

It could be a toggle feat like Imp. Precise Shot. Heck, you could even give Halflings and Drow an enhancement line for an additional projectile for another hit penalty.
Crossbows:
For this you should look at the bow feats first. Bow Strength, Manyshot etc. They are available to anyone who meets the requirements. Rangers get them for free, but you can still get them on say a fighter kensai. So basically everyone can become a decent archer. Arcane Archer is another thing, but my point is that anyone with the proper investment can pull out a bow in a pinch and do some serious burst damage.
Now look at crossbow stuff: Crossbows don't have many feats already, and the few things that improve them are class-specific and not available to everyone with proper investment! Int-to-damage is only for Rogue Mechanics, Artificers and characters who can UMD the scrolls. Endless Fusilade (No Reload for a few seconds) is an exclusive artificer PrE ability. Rune-Arm elemental damage to crossbow is also only for Artificers/Artificer splashs.
This leaves other classes with basically.. nothing to invest in to improve their crossbow usage.
My suggestions here are that Endless Fusilade should be the Manyshot for crossbows and be turned into a feat available to anyone who meets the requirements. Runearms should be an Exotic Weapon proficiency available to anyone (with a base int requirement to ensure that sacrifices have to be made).
Please move away from crossbow = artificer & rogue. Everyone can be good with a bow, nobody can be good with a crossbow unless they are a certain class.
