Nearly Finished unlocking

Can anyone tell me how to do this?

I have tried the Forging station in the wilderness area but that only give me the option to smelt ingots.

Anyone shed some light on this for me?

you gotta take those ingots to another crafting device just inside the artificer workshops, the wilderness area for the Master Artificer raid. Once you zone into this area from the manufactuery there will be two of these crafting stations that you can see and use them and the ingots and a cannith power cell to finish the items.
