Four point star cursor icon issue

For in game maneuvering (turning), I primarily hold down the right click button on the mouse. This method works very well for me as I am able to jump and turn quickly to fire my spells. However, at certain locations on the game screen, the cursor changes into what appears to be a 4-point star shape.

When the cursor is the 4-point star, I am unable to use mouse look and therefore can’t turn. Quickly repositioning the cursor is my current work around but the 1 second delay can be near fatal as I discovered in Taming of the Flames elite.

I have toggled the various settings in the UI but am unable to determine what triggers the 4-point star cursor icon. Perhaps I’m missing something. Anybody have ideas on the cause and fix for this issue?

Well, I have discovered that the 4 point cursor is the one that appears when you click and drag an object. Why it sometimes appears on my screen when there is nothing to drag is a mystery.
