What class are you? If you are a pali then you might want conc opp. Other than that, I would go for lightning for the lack of a better guard.

EDIT: But if you dont have the resources, if you plan on tanking, water may be a good choice.

Earthgrab isn't all that good accept for epics, air is meh, you will be better off with lightning.

    Most options are pretty meh.

Conn op if you benefit from spellpoints, although it does proc hp too.
Min2 if it helps free up a slot for heavy fort and prot +5 while tanking (on blitz you are probably not going for ac).
Lightning strike guard gives you some dps.
Earth grab is cheap, but not useful for raid boss tanking.

lookin like water might be the best choice for me.
If i put on lightning guard i lose hp, so thats not an opption.
i wont be using the goggles for anything but tanking cause i have tharnes.

You sure about the lightning? according to the planner I am using (http://www.iro.umontreal.ca/~delallea/ddo/shroud/index.php) it will work.
Here is my attempt at 45hp, 1conskill, 2, 3 dex skill, Lightning Strike Guard Goggles.

Your choices are (according to that planner):
-Corrosive Salt Guard (Available on DT armor)
-Disintegration Guard (Available on DT armor)
-Elemental Mastery (Guard)(chance for each element to hit 1d6)
    -Lightning Strike [Guard]
-Magma Surge [Guard, not recommended as devils/demons are immune]
-Steam [guard] (2d8+8 untyped dmg, unknown proc rate, suspected is 1 in 3, or 1 in 5)
-Crushing Waves (30-40 cold and 30-40 untyped, untyped breaks all DR iirc)
-Incineration (300fire damage, 1:20 chance of a proc estimated. See Magmasurge)
-Enervation Guard (1d4 neg level, suspected 2% or 5% proc rate, useless for tanking)
-Freezing Ice Guard (Think Earth Grab with ice, DC35 Fort save makes it less useful as melees tend to have higher fort saves)
-Radiance Guard (4d6 + blind, unknown proc rate)
    -Smoke Screen (20% Concealment *blur*)
-Sundering ooze Guard (Debuffs the AC of target(20% iirc), and may (1% suspected) summon an ooze) Might be good for helping party members with low to hit.
-Trap the soul guard (same as spell, except no save iirc but don't quote me on that, unknown proc rate)
-Airguard (Haste might be nice when soloing, trip is useless for tanking)
-Earthgrab (useless when tanking, 35DC Reflex save, so more useful than 'ice' as above)
-Greater Disruption Guard (3% chance of *no save* destroying enemy undead, useless for tanking)
-Slay Living Guard (DC30 fort save, useless for tanking)

I generally pick the aspect I want first,(Lit II in this case) then fill in the blanks with the other stuff I want.

Which is exactly why I like the other planner. You simply choose the effects that you want, in ANY order, and it removes all effects that cannot be combined with what you want.
You can work backwards, which makes it much more user friendly.
In this case you'd click all three HP options to "turn them on" and then see what you have left to choose from.

May also want to look at the game guide program.

Easier crafting, keep track of ing, raid timers, etc. Really handy, especially if you have a lot of ingredients/toons.

Also available on DT armor, and as far as I can tell, proc close to 100% -- on the armor.
