Most fiting class seems to be a bard. Bard songs are unique buffs that make party more efficient. Bard have also nice spells like heroism, haste, blur and many more. Healing spells are on bard spell list as well and can be used when need.
In my opinion this clas is very nice to try for new players. You basicly can just sing few songs, cast few buffs and then fallow party. It is good to contribute more then that, like emergency healing or swinging a weapon. But even if you dont, or you are not so good at it, people mostly are happy just from buffs and dont expect much more. It is not very stresfull, like divine class can be, and it gives perfect opportunity to gain more knowledge about quests and whole game. One lesson can be that bard is not just buffer and can do so much more. Have fun if you decide to find out.
I dont think there is specific build about just buffing. Many bard build, especially pure ones can do it so well that it is hard to make it better, still focus on something else like cc, healing or dps is possible.

It might be a bit old but most of this stuff is still very valid and can be easly made into a 28 point build.
A buffer-only build is a waste of a party slot, IMHO, because any good caster doesn't just have buffs - they can also bring DPS, CC, debuffs, heals, etc. to the party. Playing a buffbot makes about as much sense as a one-legged dog.

hey now, buffing is a nice goal, and bard is the best for that.
but while you are at it, you could always pick up a greataxe and go warchanter, buff the whole party, then do a bit a dps

be careful with those marital weapons... the significant other may have superior ones!
but anyways, a more useful response: bards get very few martial weapons, but *can* simply cast the spell "master's touch" to become proficient with whatever martial weapon they have in their hands at the time.
halfling bards are the thing when you want to make buffer.
