Question about TR/Past Lives

Ok, so I've spent several hours reading about TR/Past lives and while I believe I understand it entirely, one small, but probably important aspect is eluding me...

What determines what Past Life you can pick when you TR? Do you have to have a certain amount of levels in a class or do you have to be a pure class to take a Past Life in that class? If I am 19/1 Fighter/Rogue can I choose Rogue as a Past Life?

whichever class you have the most levels in is the one you get the life in. In the event of a tie, I believe its alphabetical with the new class(s) coming in at the end. Could be wrong on that second part, but I remember something about the monk not counting as 'm'.
