Notice Quests: bugged?

I have had this problem for some time, but I haven't been able to find any answers about if it is actually a bug or something wrong with my account.

I have tried to hand in the "Notice: Gullwing" quest in the Red Fens many times but the quest will not complete. I have picked up and completed the entire quest chain in the zone, yet Gullwing will still not play ball and acknowledge that I've talked to her!

Additionally, there are several notices from the houses and marketplace (for various zones, including Threnal, Vault of Night) that I cannot pick up the notices for after I have bought the adventure pack. They were red chalises before I had them, but now they are blanked out (as if I were too low level) or just not there at all. My main character that experienced this is level 14 now but I should still be able to pick up notices right?

The Notice: quests are all level limited. Makes little sense, but they are.

Usually, you can't pick up a notice quest if you are over its level, but if you already had one open, you can still complete it. Gullwing must just be an exception.

Thanks, I've also noticed that some of the notice boards have the 'quest picked up' chalice as well but they aren't in my quest log! Very strange and silly.

I know they aren't important but being a completitionist I like to have everything nice and pretty when I run around! :P Thanks for the help.

Also, I just remembered, I wasn't over-level when trying to hand in the notice to Gullwing and she still has the "I'm over here please come and complete that quest" chalice if I go visit her now.

Yes it's broken for me too. I can't turn in the quest and complete it when I talk to Gullwing.
