A friend of mine before his current TR crafted a Lit 2 longsword, long story short when he took it from his reincarnation cache it wasn't lit 2, it was Lit 1 with shocking blast on it, he was sure he did it right but a GM said it must have been his mistake, so he accepted this and now at level 14 has made another one, and again it didn't turn out right, he followed the instructions on the greensteel crafting planner exactly this time and it didn't work...anybody know if there's a bug for this? Or a fix? Given that it didn't work again we're beginning to believe that it's just broken. GMs are no help as they just basically say "Well you must have messed it up".

I've completed 2 Lit2 Dwarven Axes in the last couple of weeks so am inclined to think the GM is correct.
However, if you prove a link to the crafting planner you used I can check to see if it spits out the correct directions. Also, as an ID10T check, did your friend actually craft a combined Supreme Shard? If he didn't it'd spit out a Lit1 Shocking Blast weapon instead of a Lit2.
