10% proc rate for a DC 20 fort save? That's a 0.5% chance of stopping an enemy from casting for 18 seconds because you have to roll a 19-20 on your attack roll and they have to roll a 1 to save it, especially in pvp where any self-respecting caster is going to have at least +18 fort save.

Unless you're talking level 1 PvP (assuming you could equip a ML 12 item in PvP :P), but then I'd just go up and whack them with an Icy Burst Flaming of Pure good greatsword.
