Can't lesser reincarnate on lamannia?

tried to lr my paladin back into a paladin but it says it cannot be created

all artificer's must start at level 1..... i think they disabled lesser reincarnations and greater reincarnations temporarily to keep people from using these emthods to become artificers

I wasn't trying to lr into an artificer anyways just learnt it was cause I didn't have 32 point builds on lam. I see I posted this in the artificer discussion, do not understand how that happen..lol
